A public-private partnership, the Cape Town Central City Improvement District (CCID) was established in November 2000 by local property owners with a vision for the Cape Town CBD to rise from the “crime and grime” scenario it had fallen into, to once again become a safe, clean and caring urban environment. Today it is also a vibrant CBD for investment, and a world-class live, work, play and stay destination that is welcoming to all.

The term “city improvement district” (CID) refers to a specific geographical area, approved by the City Council in terms of the municipal Property Rates Act, Section 22 (Special Rates Area [SRA]), and the SRA bylaw, in which complementary top-up services are provided in addition to those rendered by the CID’s primary partners. In the case of the CCID, these are the City of Cape Town and the South African Police Services. The areas in which the CCID offers such top-up services are: Safety & Security, Urban Management and Social Development. The CCID also has a Communications department.

A non-profit organisation, the CCID operates with its own board of directors and liaises across both the public and private sectors, working together with each to develop, promote and manage the Cape Town Central City.

As a result, the Cape Town Central City is considered today to be South Africa’s most vibrant and safest CBD.

The CCID operates in the traditional downtown of the city across an area measuring 1.6km². It stretches from Buitensingel to FW de Klerk Boulevard, and from Buitengracht to Canterbury Street.

Membership application

Membership of the Cape Town Central CID is open to all property owners within the CCID boundary who are encouraged to apply for said membership so that they can exercise their rights to influence the business of the CID. Membership cannot be denied and the property owner is entitled to attend, participate and vote at the Company meetings held under the auspices of the Companies Act.

Should a member be unable to attend, they may give another individual their proxy to attend and vote on their behalf. Non-members may attend and participate but cannot vote and as such may thus have limited influence on the CID activities.

Awards

The CCID has received numerous awards from the International Downtown Association (IDA). These have been for Social Development (2008 and 2015), its Urban Development model (2012, together with the Cape Town Partnership), Downtown of the Month (2009 and 2012), its City Views newspaper (2012), the category of “Economic Business & Development" for the 2013 edition of The State of Cape Town Central City Report. City Views garnered numerous awards in 2012 from the SA Publication Forum. In 2017, both City Views as well as The State of Cape Town Central City Report again received extensive acknowledgement at the SA Publication Forum's annual awards. Most recently, the CCID’s annual entertainment guide, Best of Cape Town Central City, received a merit award at the IDA’s 2018 Annual Conference held in San Antonio, Texas in the USA.

The CCID also received a Certificate for Excellence from the City of Cape Town in 2010 for its contributions towards keeping the CBD spotless during the highly successful hosting of the 2010 FIFA World Cup™.
